Israel 1948—2026: A fractal measurement of governance.

A quantitative report on 78 years of Israeli governance, applying the Data Fluidity methodology to 1,350 units of analysis across 16 primary sources — reproducible under MIT license.

01About this research

What this is

A quantitative report on 78 years of Israeli governance. Each prime minister, public system, sector, company, and NGO receives a single F score summarizing 17 sub-indicators from primary sources.

Why it is needed

Public debate about government performance tends to be dichotomous, event-driven, or partisan. This research measures systemic function — consistent across periods, units of analysis, and independent of political identity.

What is new

Uniform application of one methodology across five parallel units of analysis; direct comparison of all 13 prime ministers on identical metrics; NCR analysis of 100 largest companies and 30,000 NGOs.

What this is not

Not a legal judgment. Not an assessment of individual intent. Not a substitute for elections. A synthetic index intended to support evidence-based debate, not close it.

02How we measure governance

Governance is the process of translating decisions into public benefit. The Data Fluidity methodology, developed by Ehud Hemli, quantifies this translation using the composite score F = (D × U) / R on a 0—100 scale. The three components:

Var. What it measures High score Low score
D Decision quality Evidence-based, coordinated Impulsive, uncoordinated
U Utility realized Decisions reach the public Decisions remain on paper
R Resistance / friction Smooth, efficient bureaucracy Entangled, wasteful bureaucracy

D, U, R each decompose into further sub-indicators — 17 metrics in total, each computed from 3—15 raw data points. See the full page in each language for the complete list and the definition of every metric.

03How the measurement was performed

Five-step working process, applied uniformly across all 1,350 units of analysis:

Step 01
Collection Pull raw data from 16 primary sources — originals, not aggregators.
Step 02
Cross-verify Confirm each figure against ≥ 2 independent sources; log discrepancies.
Step 03
Normalize Currencies to 2026 ILS; CPI-adjusted; period and demographic normalization.
Step 04
Compute Run the 17 measurement algorithms. Open source under MIT license.
Step 05
Aggregate Compose F from D, U, R for each of the 1,350 units of analysis.

04Primary sources

Data drawn strictly from primary sources — government records, regulatory filings, international indices, and peer-reviewed research. No opinion polling, no social media, no press reporting (except for cross-verification).
